City manager hired by Marlin council

The Marlin City Council named Randall Holly its new city manager in a special session Tuesday, April 19.

The announcement came after an extensive search and screening of 44 applicants by Mayor Norman Erskine and the six council members. Six applicants were interviewed.

Holly was hired on a five to one vote, with Teenie Degrate voting no, and Paula Kluck not present. His one year contract and $58,000 a year salary with standard benefits was unanimously approved.

Holly, 54, comes to Marlin with 22 years experience in city management and has a combined 18 years of experience as the city manager for the cities of Kermit, Farmersville and Bastrop. He served as the Interim Utility Director and the Assistant City Manager for the city of Temple, and in the city of Plainview, he held positions as the Director of Housing Rehabilitation, Community Development Coordinator, Administrative Assistant and Acting City Manager.

Items that Holly will face as he takes over the position of city manager is the need for a new animal shelter and replacement of the city's water system. Both are projects that he has successfully handled in other cities during his career.

As a new city manager in a city in which most of the water and sewer lines, as well as all the streets, needed to be replaced, Holly's direction resulted in all objectives being met for less than the original cost projections. He has also been the contract administrator for several large projects, including a new animal facility as 130-acre business park, and has facilitated the construction of a 400 unit housing subdivision.

In a press release, the council said that it is all of Holly's qualifications and a professional attitude that made Holly the appropriate candidate as Marlin's new city manager.

Holly and his wife Barbara are the parents of four children and currently reside in Cameron, though they will move to Marlin. He is a graduate of Wayland Baptist College with a Bachelors in History and a Masters of Public Administration from Texas Tech. He has served his country in active duty with the United States Marine Corp receiving an honorable discharge.

Holly replaces Miles Shaunfield who has served as Interim City Manager for the past year. The council acknowledges the service Shaunfield has contributed to the city in gathering information to get financial assistance with water problems and his work with other agencies. The council wishes him the best.

Other items on the agenda included approval of the publication of notice of intent to issue Combination Tax and Revenue Certificates of Obligation for the purpose of financing improvements to the city's water system.

"This is procedural step to consummate the loan offer from the Texas Water Development Board, and two separate notices of intent," said Jim Gilliam, financial advisor. "On another meeting agenda in the future there will be the adoption of an ordinance authorizing these certificates, at which time that locks in the loan. That's the loan documentation."

The certificates of obligation shows the city agrees to generate the revenue to pay back to loans, though how that will happen will be determined in the future.

During the meeting, the council also unanimously approved a two year property lease between Dwane Fitte, Rose Fitte, Paul Fitte and the City for use of an animal shelter on the Fitte property.

It was discussed that the shelter would be a temporary fix for a current problem, but that the city would move forward with work towards a permanent shelter.
